A mortgage makes Dubai property far more reachable, and the process is well regulated. But it works differently depending on whether you buy a home under construction or one that is already built, and there is a set procedure when you come to sell. This guide walks through all three.
The mortgage process, step by step
| Step | What happens |
|---|---|
| 1. Pre-approval | A bank checks your income and debts and tells you how much it may lend. Do this before you reserve a property. |
| 2. Agree the purchase | Sign the sales agreement with the seller or developer and pay the deposit. |
| 3. Valuation | The bank values the property. It lends against the lower of the price and the valuation. |
| 4. Final offer letter | The bank confirms the loan, rate, term and fees. Read the fee schedule and early settlement terms. |
| 5. Transfer and registration | At a Dubai Land Department trustee office, the bank pays the seller, the sale is registered and the mortgage is recorded against the title. |
The Central Bank’s mortgage regulations (Central Bank of the UAE Rulebook, opens in a new tab) set the limits every lender works within: for an expatriate, up to 80% of the value on a first home below AED 5 million, 70% above that, and 60% on a second or investment property. The term can run to 25 years. Our expat mortgage guide covers the limits in detail.
Off-plan mortgage vs ready (secondary) mortgage
| Off-plan | Ready or resale | |
|---|---|---|
| Maximum loan | 50% of the value, for every buyer and purpose | Up to 80%, 70% or 60%, depending on value and whether it is your first home |
| When the bank pays | Only after your own share is paid, in stages as construction milestones are physically confirmed | In one payment at the transfer |
| Valuation risk | The home is valued again at completion and may come in above or below your price | Known before you complete |
| Rent while you pay | None until handover | From the first tenancy |
| Common alternative | Pay the developer’s plan, then take a mortgage at handover | None needed |
The Central Bank’s rules require that, for homes under construction, the lender uses your equity first and pays the developer only against milestones confirmed by the bank or an independent professional. That protects you as well as the bank. Most off-plan buyers in Dubai therefore pay the construction instalments themselves and arrange a handover mortgage for the final payment, when ready-property limits apply. If you plan to do this, get a pre-approval early and allow for the valuation at completion.
Costs to budget for
- Mortgage registration at the Dubai Land Department, commonly quoted as 0.25% of the loan plus an administration fee. Confirm it in the DLD fee calculator (Dubai Land Department, opens in a new tab).
- The bank's valuation fee and arrangement or processing fee.
- Life and property insurance, if the bank requires them.
- The usual purchase costs, set out in our cost guide.
What happens to your mortgage when you sell
A UAE mortgage is secured on the property, so it is paid off from the sale. The Dubai Land Department’s service for selling a mortgaged property (Dubai Land Department, opens in a new tab) sets out the order:
| Step | What happens |
|---|---|
| 1. Liability letter | Your bank confirms the exact amount needed to clear the mortgage, including any early settlement fee. |
| 2. Manager’s cheques | The buyer, or the buyer’s bank, prepares cheques: one to your bank for the debt, one to you for the balance, and one for the Land Department fee. |
| 3. Release | Your bank is paid and issues the mortgage release letter. |
| 4. Transfer | The title passes to the buyer at the trustee office. If the buyer has a mortgage, their bank’s mortgage is registered at the same time. |
If you sell an off-plan home that has a mortgage, you will also need the developer’s no-objection certificate and your bank’s consent, and the bank is settled as part of the assignment.
- Ask your bank for the early settlement fee in writing before you agree a price.
- Check whether you are still in a fixed-rate period, where costs to exit can be higher.
- Make sure the sale price covers the outstanding loan, the fees and the agency commission.
Frequently asked questions
How does the mortgage process work in the UAE?
Get a pre-approval, agree the purchase, let the bank value the property, receive the final offer letter, then complete at a Dubai Land Department trustee office where the sale and the mortgage are registered together. On a ready home the whole process often takes three to six weeks.
Can I get a mortgage on an off-plan property in Dubai?
Yes, but the Central Bank caps the loan at 50% of the value for any off-plan purchase, and the bank releases money only after your own share has been paid and construction milestones have been confirmed. Many off-plan buyers instead follow the developer's payment plan and take a mortgage at handover, when ready-property limits apply.
What happens to my mortgage when I sell?
It is paid off from the sale. Your bank issues a liability letter showing the amount owed; at the transfer, the buyer (or the buyer's bank) pays your bank by manager's cheque, your bank releases the mortgage, and the title passes to the buyer. Any balance goes to you.
Is there a penalty for paying off a mortgage early in the UAE?
Banks may charge an early settlement fee. It is widely reported as capped at 1% of the outstanding balance or AED 10,000, whichever is lower, but fixed-rate periods and individual contracts can differ. Ask your bank for the exact figure in writing before you sell.
Can I sell an off-plan property that has a mortgage?
Usually yes, with the developer's no-objection certificate and the bank's consent. The bank's outstanding amount is settled as part of the assignment, and the developer may set a minimum percentage that must be paid before resale.
