The roads, the Blue Line and the facts behind a Liwan investment, including what the area does not have yet.

Liwan is an apartment-led community in Dubailand, on the Dubai-Al Ain Road side of the city, with a metro line approved and under construction in the same corridor. For an investor the question is plain: what does a tenant get here, and what changes when the Blue Line opens? This guide gives you the roads, the infrastructure and the numbers to check, including the one fact that matters most for anyone searching for homes near a metro: Liwan has no station today.

Why Liwan suits investors

Liwan is a planned community of 408 plots across 1.4 million square metres, with 18 recreational facilities and four parks, according to the community’s own page (Dubai Holding Community Management, opens in a new tab). For an investor that scale gives you several buildings to compare in one place, and amenities that tenants can see on a viewing. Our interest in Liwan rests on the corridor around it:

  • Two major roads. Sheikh Mohammed bin Zayed Road and Dubai-Al Ain Road.
  • A metro line under construction. The Blue Line will serve Dubai Silicon Oasis and Dubai Academic City, which are neighbours of Liwan on the same side of Dubailand.
  • Named growth zones. The RTA’s Blue Line announcement singles out Dubai Silicon Oasis and Dubai Academic City by name.

We do not promise yield or growth. We give you the evidence and the method, and we start with your budget, deposit and target net return.

Roads: what Liwan connects to

The community page says Liwan has easy access to Sheikh Mohammed bin Zayed Road (E311) and Dubai-Al Ain Road (E66). Sheikh Mohammed bin Zayed Road is one of Dubai’s main outer routes. Dubai-Al Ain Road runs from the city towards Al Ain and passes Dubai Silicon Oasis and Dubai Academic City. Drive the route your tenant would use at peak time before you rely on a drive time.

Tenants who drive have two high-capacity roads to choose from. Tenants who do not drive rely on RTA buses until the metro arrives, so check the current routes with the RTA journey planner (Roads and Transport Authority, opens in a new tab) from the exact building.

Metro: the honest answer, and the Blue Line

Today, no Dubai Metro station sits in Liwan. If you are searching for homes close to a metro station, Liwan is not it yet, and you should not buy on the assumption that it is.

What is coming is the Blue Line. Per the Dubai Media Office (Dubai Media Office, opens in a new tab), it is a 30 km line with 14 stations, 15.5 km underground and 14.5 km elevated, due to open in September 2029. It serves Dubai Creek Harbour, Festival City, Dubai Silicon Oasis, Dubai Academic City, Al Rashidiya, Al Warqaa, Mirdif and International City. It interchanges with the Green Line at Al Khor and the Red Line at Centrepoint, and the RTA projects nearly 200,000 passengers a day by 2030, rising to 320,000 by 2040.

Before you count the Blue Line in a purchase, find the published name and position of the station nearest your building and measure the distance. A station in Dubai Silicon Oasis is a different trip from a station at your door. Until it opens, price the property on today’s transport.

How to test a Liwan investment

  • Fix your budget first: deposit, Dubai Land Department fees, agency fees and mortgage costs.
  • Pull completed rents for the same building and layout from the DLD Rental Index, not asking prices.
  • Subtract the approved service charge, vacancy and maintenance to reach a net figure.
  • Count competing supply in the same building and the next one over, because it sets how fast you re-let.
  • Plan for transport as it is today. Treat the Blue Line as a possible improvement, not a rent assumption.
  • For off-plan, verify the project in DLD records, the escrow arrangement and the handover clause.

Run the numbers in the rental-yield calculator and compare against the DLD Rental Index (Dubai Land Department, opens in a new tab) and Service Charge Index (Dubai Land Department, opens in a new tab). Check the plot against the designated ownership regulation (Dubai Legislation Portal, opens in a new tab) if you are not a UAE national, and use DLD project status (Dubai Land Department, opens in a new tab) for anything still being built.
